Planning website shows more developments in Hartwell around the corner

The draft Strategic Housing Land Availability Assessment published online details additional potential sites in Hartwell for development

The draft Strategic Housing Land Availability Assessment has been published online by the West Northamptonshire Joint Planning Unit, these proposals, totalling 48,000 houses across Northamptonshire, include 5 potential development sites in Hartwell.

The Development Sites

Park Road

This is the Cross's Grange site, which has now been completed.

School Lane

This is the site, at the bottom of School Lane, who's recent planning proposal (in principle) was approved last week.

There is no mention of the second part of this field, where it was suggested at the planning meeting that the school may relocate too.

Lords Close, Park Road

This is the field, below the Blacksmith's Way estate and by Folly Lane. The plans show a proposed 41 units, 10 in 2013-14, 15 in 2014-15 and 16 in 2015-16.

Assessed as being "available, suitable and achiveable".

Park Road (part B)

This is the land to the West of Cross's Grange between the new development and the houses on Park Road. The plans show a proposed 15 units in 2011-12.

How up to date this proposal is can be questioned, as, judging by the new fencing, part of this land seems to be in the process of being added to the gardens of the houses on Park Road.

Assessed as being "available, suitable and achiveable".

Stoneway

This is the triangular land at the end of Stoneway along the end of the motorway, which I believe is currently a horse paddock. The plans show a proposed 43 units (13 in 2012-13 and 30 in 2013-14).

The plans mention that the noise from the M1 may restrict capacity, and that the land, whilst suitable, may not be available.

What does this mean?

The Joint Planning Unit are keen to point out that these sites may be development in the future and that the documents are only a starting point of possible sites. Critics however, such as the campaign group Northants Residents Alliance, see these plans as giving us the illusion of consulting the public on what is likely to be a done deal.

As far as Hartwell goes, it is clear that as a community we need a clear plan on where we want development, and what services need funding to support that development - as the recent development proposal has shown, very little time is available for a united response once formal plans are submitted, and without a clear plan we are at the mercy of, as the Northants Residents Alliance put it, "the sheriffs men!"

one reason this plot hasnt been built on is due to the access! under the planning regs when stoneway was first built the road wasnt capeable of handling the extra traffic from this plot, there is however a dead road! rose close which leads to another field that if built on would allow an extra access road in and out of stoneway! and now under the latest regs for noise/pollution you cant build houses as close as some of the existing houses in stoneway to the motor way hence the restriction on the plot

School lane development

The time scale for this outline planning application from SNC has been very fast and the Parish Council has tried to ensure as much time as possible was available to both Councillors and Parishioners to view and comment/support or oppose the application.
As is now standard in any application over 4 houses, the Parish Council arranges an open meeting in the Community centre to make available the plans to residents (particularly those that do not have internet access). This consultation is in addition to requirements that SNC have to consult with only those who are near a proposed development. The Parish Council posted this on the website and on notice boards.

Hartwell Parish Council’s response to this application
Hartwell Parish Council is a consultee under Schedule 1, paragraph 8 of the Town and Country Planning Act 1990. The Council makes observations based on material planning considerations which are then returned to South Northants Council (SNC), which is the Local Planning Authority for the area. SNC have an obligation to take in to account observations made by Hartwell Parish Council, but the final decision on the planning application is made
by SNC. - Northamptonshire County Association of Local Councils.


The Parish Council formulated a long list of Comments which were both positive and negative, and these have to be taken into account by SNC during the planning approval process. The Parish Council did not find any ‘material’ reasons (details that actually broke SNC planning rules, these are the only ones that we can use to object to an application), however the Council made a long list of Comments.

All Councillors have to abide by the Code of Conduct, as approved in 2007 (http://www.hartwellvillage.com/groups/Hartwell-Parish-Council/Parish-Council-Documents)
This means that any Councillor who has a ‘personnel interest’ in a company/land or who may benefit from a Parish Council decision, they must declare an ‘Interest’. This means that they cannot vote on this particular matter. The landowner is a Parish Councillor, and as such has declared a personnel interest in this matter at all meetings, and was not allow to vote or make any decisions related to this application.


The Future – Parish Plan

The Parish Council / residents have not been involved in their ‘suggestions’ and the maps they show are new information. This information has not been consulted with Parishes around the area.

A Parish Plan is a very good way of getting the community involved in shaping the future of this Village.
The Parish Council has arranged a brief presentation to explain how a ‘Parish Plan’ works (at the beginning of the Parish Council meeting on Tuesday 2nd Feb 7:30 at the Community Centre)

A Parish Plan is similar to a business plan - it’s a document that sets out the community’s issues, needs and aspirations. It sets out what you need (future) and what you value (present) based on the community’s opinions which will form an action plan to prioritise the issues. It is a community project that is supported by the Parish Council.

HOW do you carry out a Parish Plan?

Every Parish Plan is undertaken individually according to the parish. However, this is the basic nine-step process that we guide communities through:
1. Get the community interested and involved
2. Set up a Steering Group with wide representation from the community (containing no more than three parish councillors)
3. Put together a strategy, budget and ‘programme/timescale of events’ on how you plan to undertake the plan
4. Consult with the community
5. Analyse the data, sorting and prioritising issues and start to form focus groups to take the actions forward
6. Put a first draft of the document together to share with the community and partner organisations
7. Take on board any comments from the community and produce the final document
8. Start to implement the action plan
9. Regularly review and update on progress

Parish Council Chair - perhaps I am reading the linked document wrongly but,

where you have a personal interest in any business of your authority you also have a prejudicial interest in that business where the interest is one which a member of the public with knowledge of the relevant facts would reasonably regard as so significant that it is likely to prejudice your judgement of the public interest.

on this basis, I am pretty sure that a member of the public would reasonably regard the land owner of development land as having a prejudicial interest. If this is the case:

you must withdraw from the room or chamber where a meeting considering the business is being held....you may
attend a meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose

I would be grateful if you could confirm whether a personal or prejudicial interest has been recorded regarding discussions regarding developments on a councillor's land.
