The Planning authority for Hartwell is South Northants District Council (SNC). It is their job to process all planning applications. They also ensure that Hartwell Parish Council recieves copies of all applications. The Parish Council can make comments for and against the application.

For applications over 4 houses the Parish Council has a policy that a consulation is arranged (usually in the Community Centre), to allow all residents to view the plans.

SNC usually give the Parish Council 21 days to reply.

A list of planning applications the Parish Council are currently being consulted on and the comments submitted.

Land between Roade Courteenhall Hartwell and the M1
Nine wind turbines, height 90 metres to tip, and ancillary works including access tracks, hardstanding areas, temporary construction compound, switch gear house and the permanent retention of a 60 metre high anemometry mast (Contains Environmental Statement)

Hartwell Parish Council has considered the above application and they object to the proposal and have the following comments:

The wind farm will result in an unfavourable new skyline that will be visible in all directions for several miles to the detriment of the character and appearance of the surrounding countryside, Hartwell and nearby villages. This application should not be considered in isolation due to the cumulative impact arising from several other proposed developments within close proximity of Hartwell. Apart from the already operating Petsoe End wind farm applications in Stoke Goldington, Haversham, Alderton and Num Wood would mean potentially a 360° skyline of turbines in Hartwell. The visual impact of this application alone on Hartwell has not been properly considered or documented. The wind farm would make a limited contribution in meeting the renewable energy needs, installing solar panels on hundreds of houses for the same cost would have less impact on the environment and would be more visually pleasing.

The threat to the countryside/wildlife is hugely detrimental; the proposal would directly affect local wildlife and the surrounding countryside. The area is home to a large number of protected species such as bats, birds, newts, butterflies, moths and the Skylark which would be hugely and unacceptably affected by the disruption such a development will cause.

The surrounding network of footpaths and bridal ways are an important public amenity area and the turbines would be seen by those using the public rights of way network as having an adverse effect on their safety and enjoyment of the countryside

The site is too close to Hartwell, particularly turbine number 9, consideration on the noise impact this will have on residents. Volume 2 of the main text leaves questions about the distance from the nearest turbine to the village page 128 states 1.2km, page 147 states 1.3km. The noise generated by the wind farm would be considerable for at least 2km around the site. The turbines will create noise day and night thereby adding to the noise generated by the M1 and reducing the peaceful character of the area to the detriment of local residents with possible health implications.

The shadow flicker could affect residents and local wildlife.

Effect of the extra traffic on the access roads will have a significant impact on the underground water course.

Concern about the amount of reinforced concrete and excavation required for each turbine. Page 3 states 2000 cubic metres of excavation for each turbine and 16 metre diameter x2m thick reinforced concrete foundations.

Although some local labour may be used for installation the turbines are not even made in the UK, not good for trade figures.

Hartwell Parish Council hosted an open planning meeting on 26th January 2012 in response to this application and 30 parishioners attended; overall the general response to this application was in objection to it.
